I recently got to 240 (with a couple seconds at 244) while towing a heavy trailer uphill on the interstate in 89F weather - 4000 rpm in 3rd at 55 mph. So yeah, 250 isn’t normal.

Get it up to operating temp, then top off the overflow. Take it for a few miles drive and then top it off again.
